He graduated from Malad High School and Weber State University. For seven years he worked as a radio announcer for KVOG Radio Station in Ogden, and then he worked at Defense Depot Ogden, Hill Air Force Base and the IRS. After leaving the IRS, he bought two motels and a jewelry store.
Frank married Leslie Jo Welch on January 3, 1958, in the Logan LDS Temple. Together they had four children: Pamila (Jeff) Tucker, Renae (Val) Hardcastle, LeAnn (Gordon) Hyer, and David (Miranda) Moon. He has 16 grandchildren, two great-grandchildren, and one on the way.
After retirement, Frank and his family moved to Carlsbad, California, where he enjoyed building and remodeling homes. After 27 years they moved back to St. George, and then to Salt Lake City. As an active member of the LDS Church, he served a two year mission to the Western States. He also served as a bishop and counselor in a stake presidency.
Leslie passed away on October 26, 2011; he later married Julie Ellis Andreasen on August 30, 2013. They live in North Ogden.
A family celebration will be held today, March 4, 2018, at the home of his daughter, LeAnn, in North Ogden.
