Editor,The April 10 editorial, "Too many bills in Utah," calls for the wrong solution. Legislators file bills many times based on what their constituents want. A legislator's duty is to the constituent first. Believe it or not, 700 bills is a small number compared to some states of similar size that see more than 3,000 pieces of legislation introduced per session.To say they can't do what the constituents want is anathema to the entire governmental process. After all, it is the citizens who decide the laws under which they live.
