WASHINGTON -- The Obama administration is looking for states that will experiment with unemployment insurance programs by letting people test a job while still receiving benefits.

The plan is a key feature of a payroll tax cut package that President Barack Obama negotiated with congressional Republicans in February.

The Labor Department recently opened the application process for 10 model projects across the country.

WASHINGTON -- Negotiations to increase the nation's debt ceiling shifted to Congress where Republican and Democratic leaders were assessing the mood of their members even as an intricate but potentially face-saving deal to avoid an unprecedented government default was taking shape in the Senate.

With an Aug. 2 deadline looming and no compromise jelling at the White House, President Barack Obama had to settle Friday for asking congressional leaders to take three deficit reduction options to their members to see which, if any, could win a vote in the House and Senate.

SCHENECTADY, N.Y. -- More than half the nation disapproves of President Barack Obama's policies to reduce stubbornly high unemployment, a new Associated Press-GfK poll said Friday as Obama refocused his job-creation efforts on a business-friendly vision emphasizing innovation and exports to other countries.

Marking the halfway point in his four-year term, the president used a visit to Schenectady, birthplace of the General Electric Co., to declare that his job is "putting our economy into overdrive" and to announce a restructured presidential advisory board stressing increased employment and greater business opportunities abroad.

"America's home to inventors and dreamers and builders and creators," Obama told workers at G.E.'s 23-acre turbine and generator plant. "You guys are a model of what's possible."
