Furlough plans vary widely at federal agencies

WASHINGTON -- Federal workers could face seven days of furloughs at the Housing and Urban Development Department, but Homeland Security personnel might see twice that number. At the Environmental Protection Agency, workers would get four-day holiday weekends with a catch - one day would be a furlough day.

Other agencies are avoiding furloughs altogether.

Feds: Secret ballots for unions not legal

WASHINGTON -- The National Labor Relations Board threatened to sue Utah, Arizona, South Carolina and South Dakota on Friday over constitutional amendments guaranteeing workers the right to a secret ballot in union elections.

The agency's acting general counsel, Lafe Solomon, said the amendments conflict with a federal law that gives employers the option of recognizing a union if a majority of workers sign cards that support unionizing.

The amendments, approved Nov. 2, have taken effect in Utah and South Dakota, and will do so soon in Arizona and South Carolina.
