MTC adds three prisons in Texas

CENTERVILLE -- A local private company specializing in the management of correctional facilities has added three prisons in Texas to its portfolio.

Management & Training Corp. said Wednesday it has been awarded contracts worth a combined $62.6 million over 32 months to oversee the Billy Moore, Diboll and Estes correctional centers in northeast Texas.

The contracts, awarded by the Texas Board of Criminal Justice, contain options that could extend their total combined value to $165.8 million through August 2015.

MTC will assume management of the three prisons on Jan. 15. The base period for the contracts runs through August 2011.

The company has a proven track record in Texas, where it already operates six prisons.

The three prisons new to its portfolio have a combined inmate capacity of 2,058, bringing the total number of inmate beds under MTC management in Texas to 10,120.

MTC said the Billy Moore, Diboll and Estes facilities employ a combined 428 guards and other personnel. The company expects to retain most current employees at all three sites.

"MTC looks forward to the opportunity to expand its successful programs to more Texas prisons," MTC President Scott Marquardt said in a prepared statement.

"Our corrections division is a leader in providing effective programming and rehabilitation, which prepare offenders for successful re-entry into the community."

With the new contracts, MTC will operate a total of 16 prisons in Texas, California, Ohio, Arizona and New Mexico, with a total inmate capacity of more than 19,000.

In addition to prison management, the company fully or partially operates 25 Job Corps centers nationwide, including Clearfield Job Corps.

Next month, it will assume operation of the Earle C. Clements Job Corps center in Kentucky, the nation's second-largest Job Corps location.

MTC says it is the fifth-largest private employer based in Utah. After it begins work on the new Texas contracts, the company will have more than 8,000 employees.

In Utah, MTC employs 146 at its Centerville headquarters and 347 at Clearfield Job Corps.

The article states that the Diboll unit is new to MTC but this company controlled Diboll in the past.
