RIVERDALE -- In a city that conducted its 2013 municipal election entirely by mail, leaders are not only praising the high voter turnout but also the cost-effectiveness of the mail-in ballot.When figured on a cost-per-vote basis, 2013 was the least expensive election year for Riverdale since at least 2005.

Harry Houdini would be proud.A 35-year-old man handcuffed and left in the back of a police cruiser Saturday somehow managed to slip his cuffs, squeeze through a small opening in a partition and disappear by stealing the car -- leading officers on a chase by vehicle and foot that resulted in his capture hours later.
