MORGAN -- The Morgan County Council has voted to change breed-specific language in its animal control code.
"It doesn't take any teeth out of our ordinance for things such as dog bites," said Morgan County Attorney Jann Farris. "It takes away breed-specific rules we have for pit bulls."
Previously, county code prohibited pit bulls within the county unless the owner licensed it before enactment of the 1996 ordinance. Pit bulls that were grandfathered in had to be vaccinated for rabies, have an annual license renewal, be spayed or neutered, confined at all times, and owned by someone 21 years of age or older.
Pit bull owners were required by ordinance to secure $100,000 in liability insurance to cover any damage or injury caused by the dog, as well as post a "pit bull dog -- beware" sign at entrances to the property.
Two weeks ago, Braydon Deru approached the county and asked it to revamp its ordinances. Deru had adopted a dog that county animal control said was a pit bull. However, upon further investigation, the dog was determined to be less than
