Utah amendment would say life begins at conception

SALT LAKE CITY -- A Utah senator is considering a constitutional amendment that would define life as beginning at conception.

Republican Sen. Aaron Osmond of South Jordan says the amendment would define "personhood," which is when a fetus is considered a human being.

Osmond says he is still working on language for the amendment, and has not decided whether to try to place it on the November ballot. To qualify, the bill would have to pass the House and Senate by a two-thirds vote.

Republicans hold a two-thirds majority in both chambers.

Osmond says he may also run a non-binding resolution that reinforces the pro-life stance of many Utah lawmakers.
