Subject: Agenda items

The Standard Examiner called me yesterday and told me they are going to be coming in to get a Grammar Request regarding the email from councilman Bigler asking for a an item to be placed on the agenda regarding employee benefits. She talked to me before the meeting on Tuesday and then again after and I told her to please refrain from doing a story about this as we have had enough controversy in our city and don't need anymore. She was okay with that, but when her editor learned about how many employees showed up to the meeting he directed her to do the story. I declined to give the email from councilman Bigler which is why she is coming to ask for a Grammar Request.

Anyway, in the future please send a memo along with your request stating exactly how you want the agenda item to be worded along with a description of what it is you want to discuss. If you need staff input please let us know what you need from the staff as soon as possible.

Respectfully,

Ed

They are GRAMA (Government Records Access Management Act) requests.

As I asked in the last City Council meeting. When you request something to be put on the agenda, please send the information that you want on the agenda and an explanation of what you are considering and recommending to the Mayor and City Council Members, in memo form or send me exactly what you want me to put in the memo and I will prepare the memo. Then I will need to know the information that you want staff to prepare to support the discussion. If it is an ordinance or resolution that you are amending, I will send you a copy of the most recent ordinance or resolution and you can let me know what you want added or stricken or both and I will prepare the amendments as needed. This way there is a clear understanding of what you want and what is prepared. I will clarify to the requester what I intend to put on the agenda and the information that will be in the packet for the particular item you have requested. There shouldn't be any problem if we stick to this but, if you see that the agenda item isn't what you wanted, or you changed your mind, please let me know right away, so that I can amend the agenda. I can amend the agenda up to 24 hours before the meeting. If you have any questions please contact me.

Thanks,

Annette

Ed, As soon as her request is granted, I would like an email sent to all of us notifying us. She will see that I did not word it as Annette did. I used the word, "benefits" (plural). On the agenda, a member of your staff took the liberty to change the wording of my request. It got turned into medical and dental "premiums". I did request the amount of savings for one part of the issue. We always say "discuss and vote. We discussed staff benefits and we voted. I never said we were voting to change the premium percentage. That is the wording your staff member decided to put on the agenda. A year ago I requested a committee of expert residents be formed to look at the entire compensation package. So my request was no different than last year in our budget mtg. If Rachel does another negative story on this, we may need to hold a closed mtg to discuss council expectations of staff so we can move forward in a positive manner.

Even though it has not been sent to her, I still want Rachel's email asap.
