LAYTON — The county attorney has determined that a Layton police officer used proper force in a shooting last March.
The police officer involved has been identified as Officer John Lynch. The Davis County Attorney’s Office released a letter Thursday, sent to Chief Terry Keefe on April 24, regarding the investigation into the shooting that wounded Brian Lane Harris, 22, on March 21 at the Quail Ridge Mobile Home Park. "Given the facts presented at the time, officer Lynch made the correct decision to end the situation," Keefe said. "The proper use of force was verified following an extensive investigation." Harris has since been charged with felony discharge of a firearm with injury, a second-degree felony; failure to stop at command of police, a class A misdemeanor; commission of domestic violence, a class B misdemeanor; aggravated assault, a third-degree felony; a third-degree felony obstructing justice, and a class A misdemeanor obstructing justice. Two of the charges stem from the March 21 shooting incident. The last three charges regard a domestic violence incident at the same location in February, according to court documents.
