Pleasant View council accepts bids to update city plans

PLEASANT VIEW -- The city council accepted a bid to update the Parks/Open Space Impact Fee Facilities Plan and Capital Facilities Plan.

Jones and Associates submitted a bid of $11,105, plus the cost of publishing the findings from the update.

City Administrator Melinda Brimhall said two bids were solicited and "Jones and Associates' bid was more thorough and detailed."

Brimhall said between the two, Jones and Associates seemed more willing to do the update.

"Who decides on projects that go into this, does it come to us before Jones and Associates?" asked Councilman Michael Humphreys.

It would probably start with a review of the general plan, according to City Recorder Laurie Hellstrom, who also said the cost of the update was reasonable.

Brimhall said the city already has a good working relationship with Jones and Associates.

"We need to put out to bid some of these engineering projects; on 600 West, we should have put that out to bid, we could have saved a lot of money," said Humphreys.

"It is hard on staff to work with different engineering firms," said Brimhall.

She said it is better when the city selects a firm and stays with them for a number of years.

Humphreys said he just wanted to protect the city cost wise, and said some engineering fees cost as much as the actual project.

Council members unanimously approved the bid from Jones and Associates.
