SALT LAKE CITY - Gov. Gary Herbert is throwing his support behind a federal program that sets more stringent standards for vehicle emissions.

Herbert sent an official letter to the Environmental Protection Program last week, saying the so-called Tier 3 Program could help Utah achieve better air quality and make the state a healthier place to live.

The letter says the costs of the program appear to be relatively modest in light of the long-term benefits of improving the air.

Herbert's letter asks that the EPA work to minimize disruption to refineries to avoid passing extra costs along to consumers.

The program would reduce the amount of pollution vehicles are allowed to emit, and would lower the sulfur content of gasoline starting in 2017.
