SALT LAKE CITY -- A horseback rider paralyzed by a traffic accident is suing a 16-year-old driver who may have been distracted by an electronic device.

The Salt Lake Tribune reports that Lacy Picard is struggling to recover from a traumatic brain injury after the accident more than two years ago in the Park City area.

The 39-year-old woman is getting physical therapy at an assisted living center at Bountiful's South Davis Community Hospital.

The lawsuit was also filed Tuesday against Summit County because the road had no shoulder or center or edge lines. It seeks money for medical expenses, lost wages and full-time residential care.

The teenage driver was convicted of reckless endangerment and animal cruelty months after the accident and sentenced to probation, 175 hours of community service and counseling.
