Sex, rape charges filed against Honeyville man

BRIGHAM CITY — A list of nine new sex charges have been filed against a Honeyville man already in jail on nine prior alleged sex offenses.

Total bail for Jeffrey Ringstand, 42, is now set at $520,000 on the violations listed in court documents stretching back to 2011.

Prosecutors last week filed nine counts of rape against Ringstand involving claims from a second victim.

In November after the charges were filed in the initial case, bail was set at $120,000 on nine counts of a variety of charges of rape and sodomy of child. The listed victim in the case was under the age of 14 when the offenses occurred between 2011 and 2013.

Questioned by a Box Elder County Sheriff’s investigator on those offenses, Ringstad admitted only to touching the girl illicitly, according to charging documents. “Jeffrey said he could not remember details of the instances,” reads a probable cause affidavit.

With bail set at $400,000 on the new charges, Ringstad was arraigned before 1st District Judge Ben Hadfield Monday. The judge set a Jan. 13 status conference for setting of a preliminary hearing on all 18 charges, with each first-degree felony carrying a 5 years to life prison term. A preliminary hearing is meant to ensure the evidence in felony charges meets minimal standards for advancing the case to trial.

The new charges were filed last week after a subsequent investigation of the new claims from a different female victim.

The new charges are alleged to have occurred from July 1, 2011 through Sept. 1 of this year.

The 16-year-old victim told police that during the rapes Ringstad held her down and would sometimes wrap a belt around her hands to prevent her from fighting him, according to a probable cause affidavit.

When she would try to yell for help, she said Ringstad would slap her in the face and on a few occasions covered her mouth with a towel.

The detective in that case said Ringstad has not been questioned in that case because he has hired an attorney “and therefore I am not able to interview him in regards to these new allegations.”
