OGDEN -- Election day has come and gone, but with votes still being counted, one Ogden City Council candidate is saying "it's not over till it's over."Turner Bitton, a candidate for Ogden City's Ward 3 council seat, says he hasn't conceded his race to incumbent councilman Doug Stephens.Preliminary results showed that Stephens took 56 percent of the vote, besting Bitton 523 to 407. "I'm not being stubborn," Bitton said of his holdout. "It was a good race and as soon as I hear (official results), I plan to concede. But from what I understand, there are still enough provisional ballots, mail-in ballots out there that I shouldn't concede quite yet."With a 116-vote deficit in an election that already featured low voter turnout, a change seems highly unlikely, but Bitton says it's not impossible.
