Davis County offers incentive for company to move into the area

FARMINGTON -- Davis County Commissioners have offered a $9.5 million incentive to a Washington machining company looking to expand into Utah.

On Tuesday, commissioners approved a plan that would allow access to a bond program for Janicki Industries, a Sedro-Woolley, Wash., company working to establish a new precision composites manufacturing facility.

"It's a great opportunity," said Commissioner Bret Millburn.

The plant in Utah would trim and drill composite wing skins and other parts for the F-35 Joint Strike Fighter.

The commission proposal would allow the issuance of tax-free, reduced-interest-rate bonds totaling $9.5 million to help the company expand in the county.

The county would not have any financial obligation for the bond issuance, said Kent Sulser, Davis County community and economic development director.

A decision on a final location for the new facility has not yet been made, said Kathleen Olson, marketing director for Janicki Industries. But state officials said it was likely the facility would be located in the Layton area.

Public leaders said the county bond proposal will help bring Janicki and its high-paying jobs to the region.

"It'll increase our chances," said Ben Hart, Layton economic development administrator.

Part of a state offer to Janicki is a tax incentive tied to the creation of more than 50 jobs in two years.

The company, which mostly does aerospace work, expects to make a $19.5 million capital investment in the Utah plant.

Janicki has a customer in Alliant Techsystems, and ATK's Clearfield facilities will make the F-35 carbon-fiber-reinforced plastic-composite wing skins and skins for other parts of the plane.

"We are narrowing the sites ... We need to be close to ATK," said Olson.

Last month the Governor's Office of Economic Development Board also authorized a post-performance refundable tax credit up to $316,275 over 10 years.

A decision on the location could come by mid-July or sooner, said Olson.
