Richard Calvert Bowman, 84, of Kaysville, died Monday, May 28, 2012. Services will be held at 11 a.m. Monday, June 4, at the Kaysville Crestwood Stake Center, 855 E. Mutton Hollow Road. Friends may visit family from 5 p.m. to 8 p.m. Sunday at Lindquist's Kaysville Mortuary, 400 N. Main, and from 9:30 a.m. to 10:30 a.m. Monday before services at the stake center. Low tax rates help residents, lure businesses

Government fiscal policy on the national, state and local levels has become a major topic of discussion over the past four years. The means by which government allocates its resources is a question that concerns every citizen. Bailouts have been questioned, stimulus programs have received scrutiny, and the federal deficit continues to mount.

Financial responsibility is a significant principle in Utah. Its importance is shown by state law mandating that municipal governments, all cities and towns, have a balanced budget. Title 10, Chapter 6, Section 110 of the Utah Municipal Code reads “Budget — Contents — Total of revenues to equal expenditures.”

It goes on to say in Section 117 of the same title and chapter that, “The governing body of any city may not make any appropriation in the final budget of any fund in excess of the estimated expendable revenue for the budget period of the fund.”

SYRACUSE -- City officials recently approved a $6.9 million budget for the 2012-2013 fiscal year, which ends a city practice of using city road funds to cover salaries, and includes $3.9 million in capital projects.

LAYTON -- Residents unhappy about a recent city council decision to approve a new zone for a unique development property on the city's west side want to take the issue to the voters.

Farr West looks into roaming rooster, break-ins

FARR WEST — Councilman Lee Dickemore said he recently received a complaint about chickens in Farr West and said a rooster is coming onto a neighboring property, which is a problem for the property owner. Dickemore said he will look into the matter and see if it can be resolved.

Dickemore also said the city is having some problems with home break-ins in newer homes in the area, with the invaders using a coat hanger to unlatch garage doors to enter the homes. Dickemore said checks were stolen from a car, and some of the checks were later written in Ogden.

 

Plans for Del Taco move forward in Farr West

FARR WEST — Final approval was given by council members for the West Addition Subdivision, which is part of Weber Industrial Park.

This approval will allow plans for a Del Taco on the property to go forward.

Roy town meeting to discuss airport, proposed school

ROY — The city will hold its fourth town meeting of the year at 6 p.m. Wednesday at North Park Elementary, 4230 S. 2175 West, in Roy. City leaders will discuss the new proposed school that would open this summer and will also discuss issues relating to the airport. Residents in the area have been concerned since a plane crashed in that neighborhood last year, and city leaders have been speaking with the new airport manager and will discuss the future of the airport and how it will affect residents.

OGDEN — Whether it’s in a city council race or in a marathon, running seems to be in Ogden City Councilwoman Caitlin Gochnour’s blood.

City changes fuel service company

BRIGHAM CITY -- City vehicles will soon fill up using a program offered by Cardwell Distributing, following a decision by the city council on April 19.

City vehicles, including police cars and public work trucks, have used the Utah state-sponsored fueling system, Fuelman. But Public Works Director Tyler Pugsley told the council that Midvale-based Cardwell has offered a better deal. The gas card provided by Cardwell will give a 5 percent discount at its own sites, and allow the city vehicles to fill up at nearly all gas stations statewide, Pugsley said.

The current Fuelman carries a 2 percent charge, he said.

Ogden invites residents to get involved with Make a Difference Day

OGDEN — Ogden might look a little different on May 10.

That day has been set aside for the city’s fourth annual Make a Difference Day, with the city planning to complete several local beautification projects and foster volunteerism.

Over the past three years, Ogden has designated a day for city employees to form groups and take on projects to spruce up the city.
