WEST HAVEN -- The city council passed an ordinance Tuesday prohibiting the purchase, possession, sale and offering for sale of spice and other similar incenses.
Though not yet categorized as controlled substances under state or federal law, the council found that in addition to inducing similar effects to marijuana, the chemical compounds in incense and aromatics such as spice do not show any reading on current law enforcement drug testing. This has led to a large gain in popularity of these chemicals among students, probationers and parolees alike.
The ordinance also bans any and all parts of the plant salvia divinorum and salvinorum A, the leaves of which may be concentrated to create psychoactive properties. Violation of this ordinance will result in a class B misdemeanor.
