A small business contracting officer with Hill Air Force Base is among those who received their awards from 2008 at the Air Force level. Lance Hardman received individual recognition in the category for which the Small Business Office at Hill AFB was also honored in reaching center goals.
The honors, earned in 2008 for small business dollars awarded, are handed out in two-year cycles at the formal award ceremonies. Both the Small Business Office and Hardman were recently given their awards in Washington, D.C.
Hardman is a warranted contracting officer in the 558th Aircraft Sustainment Group, part of the 508th Aircraft Sustainment Wing supporting aircrew training for the KC-135 Aircrew Training System refueling mission.
Among his many accomplishments were his work in reviewing requirements and identifying multiple efforts suitable for small businesses to pursue and working to develop those opportunities so that small businesses on the cutting edge of technology could work in a win-win situation for both the contractor and the government.
He also conducted extensive market research for the program offices in order to find small businesses capable of compatibility with aircraft simulation trainer development efforts.
Hardman's work also encouraged joint ventures with several Service Disabled Veteran Owned and 8a category businesses -- woman or minority owned small businesses -- by helping to identify their core capabilities.
More than $20 million in small business and small disadvantaged business awards were steered to contractors due to his influence in helping to ascertain the ability of the program office to contract with the companies with confidence.
Some of the more specific contracts he has worked on include the KC-135 trainer systems' common databases and maintenance of existing databases, market research, one-time technology study contract for the KC-135/KC-10 training systems' joint Visual System Replacement source selection, a KC-135 training system Instructor/Operator Station System replacement and most recently a solicitation package for the KC-135 Boom Operator Weapons System Trainer.
