Hatch seeks explanation of ICE audit at Weber jail

OGDEN -- U.S. Sen. Orrin Hatch, R-Utah, asked Homeland Security Secretary Janet Napolitano on Wednesday to look into issues surrounding federal audits that resulted in the June removal of 32 Immigration and Customs Enforcement detainees from Weber County Jail.

"I'm all for good conditions in our jails," Hatch said in a phone interview with the Standard-Examiner.

"If they are good enough for U.S. inmates, they should be good enough for criminal aliens."

Economy drains the work out of convicts' work release

Timothy Woodward has spent seven years in prison for assault, a devastating crime to which he pleaded guilty and for which he makes no excuses.

His release date is Sept. 6. Since June 12, he has been part of Washington state's Department of Corrections' work-release program, living at Tacoma's Progress House, looking for the job he'll need if he is to succeed at freedom.

Trouble is, the dismal job market has drained the work out of work release.

What's brewing for Utah Legislature? Beer tax

OGDEN -- Think of it as a use tax.

The Utah Legislature in January will be asked to consider a 5-cent tax on each can of beer consumed in the state.

The $14 million estimated to accrue annually would be used to offset the cost of housing in county jails those prisoners convicted of violating state law. The vast majority of those prisoners have an admitted alcohol problem.

Key witness fails to show at preliminary hearing

FARMINGTON -- A witness failed to show up for a court hearing Thursday, but a judge is going to allow prosecutors another chance for a preliminary hearing.

The victim, who police said was threatened by Raymond Joseph Emmett with a knife, did not show up for a preliminary hearing held before Judge Michael G. Allphin in 2nd District Court.

Another preliminary hearing has been set for June 1 for Emmett, 32, who is charged with first-degree felony aggravated robbery, third-degree felony possession of a dangerous weapon, third-degree felony possession of a controlled substance and class A misdemeanor burglary of a vehicle. If convicted of the robbery charge, Emmett could be sentenced to serve five years to life in the Utah State Prison.

Counties want funds to support state inmates

SALT LAKE CITY -- County jails across the state pick up the majority of the tab to house inmates who are the state's responsibility, officials say.

Gary Ricks, legislative fiscal analyst, said Friday the state's share for the fiscal year 2010-11 was $3 million from ongoing funds and $3 million from one-time funds.

Better make it short and sweet -- it'll have to fit on a postcard.

Weber County Jail is no longer allowing inmates to receive mail in envelopes. The policy was put into effect several months ago, said Weber Sheriff's Lt. Mark Lowther.

Jails, prisons increasingly taking care of mentally ill

MODESTO, Calif. -- An 18-year-old schizophrenic man pounds on the thick security glass of his single-man cell.

A woman lets out a long guttural scream to nobody in particular to turn off the lights.
