WEST BOUNTIFUL aEU" In West Bountiful, the Legacy Parkway is still plagued by drainage issues, but instead of calling on the state, the city wants to fix the problem itself.
Since the parkway was completed in September 2008, the state has taken care of maintenance along the roadaEU(tm)s 14-mile trail system.
The trail is open to pedestrians, bicyclists and horseback riders.
There is also a three-mile pedestrian nature walk along the edge of the Legacy Nature Preserve.
The drainage problems push water onto the parkway itself and on the trail system near 1200 North.
City officials are worried about unnatural ecological shifts and shrinking property values in the area.
Since UDOT has not been able to fix the problem, West Bountiful officials want the state to turn the property over to the city to deal with.
West Bountiful Mayor James Behunin said his city is also interested in developing some parks along its portion of the parkway, and if the state relinquished control of the property, the city could do that and fix the drainage problem.

If the city were granted the property and the problem, we think, over time, we could solve the (drainage) problem.aEU
West Bountiful engineers have found that, during heavy rainstorms, 27 cubic feet of water drains into the area every second. The engineers figured the area is equipped to absorb only 6 cubic feet of water per second.
Behunin said, in the winter, the drainage problems create large patches of ice on the trail, making it dangerous for pedestrians.

UDOT Region One Director Cory Pope said the state would be interested in the deal if it could recoup some of the costs that went into construction.
