PROVO -- Utah County is outlawing the possession of the marijuana substitute known as spice in its unincorporated areas.
County commissioners unanimously voted Tuesday to ban the possession, purchase or use of the chemically treated herbs. County Attorney Jeff Buhman says the ordinance will allow law enforcement to target the use of spice in the county's canyons.
Undersheriff Mike Forshee says deputies are encountering teenagers using spice in the canyons to get high because it is legal. While the herbs are treated with substances that simulate the effects of marijuana, Forshee says it can't be detected by drug tests.
