Why don't the American people use enactments that already exist, such as citizens' arrests or enforcing the Bill of Rights? Many, many moons ago, I was with a friend and went to the Davis County seat in front of a judge. He was "lubricated" behind the mallet! Two armed potentates stood in the room and did absolutely nothing to suggest that the situation deserved an excuse, or even an arrest. This is inexcusable to me.
Another time, much later in my life, I worked at Job Corps. A slim lady was on the job and reeked of alcohol, plus she was sightly verbally abusive. All the authorized persons stood and looked at each other. Both of these examples should come under "unethics."
