SALT LAKE CITY-- A bill that tried to compromise streambed access sank straight to the bottom Monday, and another is treading water.
Access to public water running over private land has been a heated issue for two years as lawmakers try to solve a problem that encompasses property rights, values and access plus millions in recreation dollars.
"I can't imagine a stick to beat yourself worse with than this issue," said Rep. Greg Hughes, R-Draper.
The bill, from Rep. Lori Fowlke, R-Orem, was a compromise that drilled into such specifics as high-water marks and who can do what depending on the state of the water.
Almost two hours of debate led to the bill's 21-53 defeat on the House floor.
The second bill, sponsored by Rep. Kay McIff, R-Richfield, favors private property owners over public access. McIff appears to have the support of much of the House, as many representatives spoke in opposition to Fowlke's bill.
McIff's bill will be considered this morning.
