SALT LAKE CITY -- A Utah federal judge has refused to direct a state transportation agency to issue a parade permit to a global warming activist group.
U.S. District Judge Clark Waddoups on Thursday says Utah Department of Transportation rules requiring liability insurance and waivers from participants are not unreasonable.
The American Civil Liberties Union of Utah sued the agency on behalf of the youth organization after its permit request to march Saturday along Salt Lake City's State Street was denied.
ACLU attorneys argued the cost of a million-dollar insurance liability policy was prohibitive for the nonprofit group. They also contend that UDOT's policies violate the group's free speech rights.
Waddoups sided with the state, which says there are ample alternate routes for the protest march.
