West Point audit comes back clean

WEST POINT -- The city council received an audit report for fiscal year 2012.

The city selected Ulrich & Associates to be the independent auditor for the second year in a row.

During the audit process the auditors expressed their opinion that the city’s financial statements present a fair and accurate presentation of the city’s financial activities.

For the year the auditors issued no findings.

No apartments in West Point commercial zones

WEST POINT -- The planning commission requested that the city council change city code to eliminate apartments as a conditional use in commercial zones.

The commission felt that if apartments were allowed to be built in commercial zones it could greatly limit the future economic development of the city.

Billboards not coming to West Point

WEST POINT -- There are no billboards currently in city limits and the city council decided to keep it that way.

This issue came up in the State Legislature during the last session and the League of Cities and Towns recommended updating the local ordinance to address potential issues.

Stepson saves West Point man pinned under truck

WEST POINT — Emergency officials were giving credit to a fast-acting stepson for saving the life of his stepfather.

The West Point man, 42, was in very serious condition after a pickup truck he was working on fell on top of him when a jack failed around 2:30 p.m. Monday.

West Point renews sewer agreements

WEST POINT -- West Point City and Clinton City have two inter-local agreements for sewer connections.

One agreement allows West Point city residents along 1300 West to connect to Clinton city’s sewer lines. This agreement began in 1978 and included a fee for $2 per home per month. The second agreement began in 2001 and allows Clinton city residents living in a 40 acre area near 1500 West and 800 North to connect to West Point city’s sewer and storm drain services. This also contained a $2 fee per home per month.

Both agreements needed to be redrafted due to fee increases. The fees will be in alignment with other residents throughout both cities.

West Point council approves new contract

WEST POINT -- The city’s engineering and surveying contract expired two years ago, and it opened the contract for bids before interviewing the top three companies.

Those firms were Gardner Engineering, Jones and Associates and C.E.C Engineering.

West Point sets new rules of procedure

WEST POINT -- In compliance with state code requiring cities to have rules governing planning commission meetings, the city recently adopted the Planning Commission Rules of Procedure.

Defined duties and procedures for quorums, and when there is not a quorum, are now in place. The duty is now placed on each commission member to disclose conflicts of interest in a public meeting. Afterward, a vote will be taken to decide how to proceed. Every member will vote on a proposal unless a conflict of interest was found.

West Point and UDOT set sidewalk deal

WEST POINT -- The city and UDOT entered into a safe sidewalk project cooperative agreement on Tuesday.

The city was awarded a grant for a sidewalk project along the south side of 300 North. The sidewalk will run from 1795 West to 1885 West. The total cost of the project is expected to be around $47,000.

UDOT will fund 75 percent of the project and the city will contribute 25 percent. Any utility relocation will be paid equally between by the city and utility company. No relocation is expected with this project, but the note is included for clarity. Construction must begin within one year of the date of the agreement.

West Point sets May as Foster Care month

WEST POINT -- The city proclaimed May as Foster Care month.

Mayor Erik Craythorne, urged his fellow residents to observe this month by recognizing those who serve as foster families.

In the proclamation it states that the foster care system is only as good as those who choose to be a part of it.

West Point approves property rezone

WEST POINT -- Property located at 600 North and 3100 West has been purchased by Castle Creek Homes.

The new owners requested the 19.5-acre property be rezoned from agricultural to residential.

The planning commission and city council unanimously voted to approve the rezone.

The intent is to build single family homes.

Man arrested for trading tobacco for nude pictures

WEST POINT — Davis County Sheriff’s detectives are trying to determine whether there are more victims of a man who they said supplied alcohol and tobacco in exchange for nude pictures of teenagers.

Detectives arrested David Thor Oliver, 39, of West Point, on Friday following a report from Child Protective Services regarding abuse. He is being held in Davis County Jail on no bail.

Oliver appeared in 2nd District Court on Monday. Another hearing is set for May 14.

Miss West Point entries sought

WEST POINT -- The annual Miss West Point Scholarship pageant will be held at Syracuse High School at 7 p.m. June 23.

State senator visits West Point

State Sen. Jerry Stevenson recently visited the city council meeting.

Stevenson acknowledged that he served in the community and remembered the city as he worked to pass legislation during the latest session.

He also complimented Mayor Erik Craythorne about the city’s general plan.

Amendments made to West Point subdivision codes

The city council recently approved two amendments to the subdivision code.

The first change removed protection strips, allowing a developer to retain a one-foot holding strip against undeveloped property and later get reimbursed for road improvements along the property. In the past, protection strips have caused disputes between developers, land owners and the city, sometimes resulting in lawsuits.
