OGDEN — A 23-year-old man was arrested in South Ogden and accused of having sexual relationships with two 15-year-olds.

Paul Richard Protzman, 23, was booked in the Weber County Jail Thursday on multiple felony counts, consisting of 10 counts of unlawful sexual activity with a minor and three counts of dealing in materials harmful to a minor, all third-degree felonies.

The investigation into Protzman began in August 2018, when the mother of a 15-year-old told police that her daughter had sexual contact with Protzman, according to charging documents. The mother said that Protzman had given her daughter a phone so they could communicate.

On Jan. 9, police interviewed the 15-year-old, who said that Protzman had sent her nude images of himself. She also said Protzman was in a sexual relationship with a different 15-year-old. The girl and her family were concerned for their safety after Protzman had made suicidal threats to the girl.

A day later, Protzman was picked up by police after he allegedly made suicidal threats to the second 15-year-old, and police found a handgun his possession. During an interview with police, Protzman allegedly admitted post Miranda that he had sex with the 15-year-old over 20 times between June and November 2018.

According to charging documents, the Weber County Attorney’s Office is working on a separate case involving Protzman, where he allegedly raped a different 15-year-old.

Protzman has allegedly made several threats toward himself and others, reportedly saying “rumors need to be silenced” and he “isn’t going to jail or be on the list,” charging documents say.

Protzman is being held in jail in lieu of a $60,000 bail. He has yet to be assigned a judge in Ogden’s 2nd District Court as of Friday afternoon.
