Utah Gov. Gary Herbert attended a celebration for the success of the Roy Cone project, which brought the high school from a low 70 percent graduation rate to an upper 90 percent. The project also spurred funding for other schools to follow by doing the same type of effort to address the needs of students who are at risk of dropping out.
