KAYSVILLE — A Kaysville man has been arrested for allegedly uploading and possessing multiple child porn images on his cellphone.

James Michael Rouse, 32, is being held in the Davis County Jail on eight counts of sexual exploitation of a minor, a second-degree felony. Rouse was arrested Thursday after investigators began looking into his online activities in October.

On Oct. 1, Dropbox Inc. — an online file hosting service — filed a complaint with the National Center for Missing and Exploited Children, stating that a user identified as Rouse uploaded and “made publicly available child sexual exploitation material to or from a Dropxbox account,” according to a probable cause statement.

The case was sent to the Utah Attorney General Office, which passed it along to investigators in Davis County. Police found that Rouse had allegedly uploaded 17 files, including images of a “newborn or very young toddler female” being sexually assaulted, court documents said.

On Thursday, local, state and federal investigators, including the FBI Child Exploitation Task Force, served a search warrant at Rouse’s Kaysville address. During this time, Rouse allegedly told investigators that he owned the Dropbox account.

According to court documents, police found 1,468 images and 55 videos containing child porn on Rouse’s cell phone SD card. Many of the images are of children of under the age of 14 with “a lot of toddler aged images.”

Police found “numerous” images of newborn children being sexually abused and are investigating whether or not Rouse had also produced child porn, the probable cause statement said. Since February, Rouse has been the primary daytime caregiver to three children.

Rouse’s case will be screened for federal charges.

He is being held in jail in lieu of $80,000 cash bail. He has not been officially charged in 2nd District Court and an initial court appearance has not yet been set.
