Rosemary Burdis Kappes

Rosemary Burdis Kappes, 79 years of age, passed away after a prolonged battle with NPH. Rosemary was born in Price, Utah, daughter to Gus and Dorthy Burdis along with her sister Annette Johnson, and brothers Paul Burdis and Frank Burdis.

Rosemary graduated with her master’s from Brigham Young University in public administration and made her mark in affordable housing as the Director of the Salt Lake City Housing Authority, she served in that role from 1987 to 2006. During her tenure as Director, she was vital in obtaining funding and developing affordable housing for Salt Lake City. Acknowledging her accomplishments, she travelled to England, with Ray, and had dinner with the Mayor of Manchester, and received the Lifetime Achievement Award from the Utah Apartment Association in 2006, after spending 30 years advocating for housing. During retirement, she wasn’t quite done with keeping busy. She served on several different HOA boards, helping guide the HOA with her extensive knowledge in multifamily housing, and holding their feet to the fire when it came to budgeting.

After retiring in 2006, Rosemary and Ray were able to explore the Netherlands, Germany, France, Greece, Czech Republic, and Australia. While at home, spending time with their cat Zora, they both stayed active with Newcomers. She served as the president for two years organizing events for bunko, pinochle, snowshoeing and hiking. Rosemary and Ray also took the lead for Gourmet, hosting and joining other members, preparing elaborate meals for everyone to enjoy. She also renovated their home in the Ogden foothills, creating an amazing space overlooking the Great Salt Lake. The foothills created a playground for her, giving her ample opportunities to hike and bicycle around the neighborhood, exploring the alluring surroundings of their home.

She will be dearly missed.

Rosemary is survived by her loving partner Ray, her children Karl, Shaundra and Shane, grandchildren Ashley (Matt), Jason, and Keira, great grandchildren Vince, Wesley, Aria and Owen. Rosemary was preceded by her granddaughter Kelsey Davis. By her side were her daughter, Shaundra Davis, granddaughter, Kiera Davis, and her sister Annette Johnson.

Graveside services will be held on Saturday, June 1st, 2024, at 11:00 a.m. at the Price City Cemetery.
