Judith Bell
On Wednesday, April 30, 2025, Judy returned to Heaven to be with her family. Judy was born February 27, 1949, in Aberdeen, South Dakota to Jerry and Lois Roesch. She lived most of her young life with her five siblings in Superior Wisconsin. She attended college at University Wisconsin at Madison where she married Greg Kasten. They had a daughter, Heather Kasten. Greg and Judy divorced, and Judy lived and worked for short periods in Iowa, Wisconsin and Colorado before moving to Utah.
Judy met her husband, Bob Bell, where they both served on the State of Utah JTCC. Political and social opposites; of course they married on June 23rd, 1990, and later sealed in the Salt Lake Temple, one year after Judy joined the LDS church. She embraced the Gospel and the women of the church, serving whenever she was called. A devoted follower of Jesus Christ.
Judy is a passionate advocate for women and struggling families. Her involvement in the Methodist Youth Ministries as a young woman often took her to the Odanah Indian Reservation. She helped start a battered women’s shelter in Madison, Wisconsin. Her commitment to women continued in Utah as was the Single Parent Coordinator of Utah Issues, Executive Director of the Utah Domestic Violence Council (UDVC), Executive Director of Safe Harbor Crisis Center in Davis County and Executive Director of the Boys and Girls Clubs of Weber-Davis.
Judy loved traveling, walking, reading everything, good movies and spending time with family.
Judy was diagnosed with Alzheimer’s, and she knew what that meant. It was a time of tenderness and loving support by family and Bob. She was so grateful for the love and support from her family; especially the “Sisters”; angels among us whom she loved very much.
Judys return to heaven leaves many still here, Bob her husband, siblings; Joel (Mary) Roesch, Rick (Ronda) Roesch, Susan (Hans) Regneir, Pam (Ralph) Bates, Sally (Sean) Chapin; children Heather, Jodi, Jami (Tonn) Petersen, and Darin (Brooke) Bell. Grandchildren, Emma Roberson, Chase (Abbe) Petersen, Danen Petersen, Daxton Petersen, Brigham Petersen, Dean Petersen, Kamryn Bell, and Breklyn Bell. Great-grandchildren Lucy Petersen with another due to arrive in May, and many nieces and nephews.
Judy was greeted in Heaven by her parents, Bob’ s parents and a host of relatives.
Funeral Services will be held Tuesday, May 6th at the Harrisville 6th Ward building on 113 Childs Avenue in Ogden Utah at 11:00am with a viewing beginning at 9:30am. Interment will be in Morgan, Utah.
Father in Heaven loaned us Judy for a short time and now has called her home. Truly an angel of mercy.
