She was born on October 10, 1964 in Brigham City, Utah, the fifth and youngest child of Dean and Mabel Steve. She graduated from Box Elder High School in 1982 and attended Weber State University, earning her Associates Degree. While working at Thiokol she met Paul Decker in 1989 where they became friends and quickly started a family together. Vennie and Paul were married on April 27, 1990 and spent 36 wonderful years together raising their two daughters first in Brigham City before relocating to the greater Seattle area in the mid-1990s and again to the New Orleans area in the late 2010s. While she grew to love both the Pacific Northwest and New Orleans, she always thought of Brigham City and Ogden as her home.

She is survived by her husband, Paul; two daughters, Susan O’Callaghan (Joe), Katherine Decker; two grandsons, Ryan O’Callaghan (11), Liam Snodgrass (3); her sister, Vivian Steve; a brother, LeRoy Steve; many nieces and nephews whom she loved dearly. She is preceded in death by her parents, and two brothers.

A Memorial Service and reception will be held on Thursday, September 3, 2026 at 1:00 pm at Ascension Lutheran Church, 1105 N. Washington Blvd., Harrisville, UT.
