North Ogden OKs change to Village at Prominence Point plans

NORTH OGDEN — North Ogden officials have approved changes to the expansive Village at Prominence Point development, sought by a new developer that’s to take over the project.

The evolution of the residential development, taking shape on a 30-plus-acre parcel off Washington Boulevard, has been a sore point for some residents and Mayor Neal Berube expressed a measure of relief at the turn of events.

“We’re happy it’s changing hands,” he said Tuesday. Village at Prominence Point residents, too, seem supportive of the change, he noted.

The North Ogden City Council last week approved the changes to the development agreement governing the plans, sought by representatives of Davies Design Build, a Lehi-based builder. Davies is in the final stages of acquiring the unfinished elements of the development from Jack Barrett and Meritage Companies, which have been the main force behind Village at Prominence Point.

Among the changes Davies sought was elimination of a proposal calling for construction of a senior living facility that was to measure three to four stories and sit on a vacant island of land surrounded by town homes and one-level patio homes. Instead, 12 two-level town homes and a clubhouse will be built on the land, which will remain partially vacant. Plans for the senior living facility drew fire from some, worried the building would be obtrusive and that traffic caused by residents of its 68 units would overwhelm the narrow street around the land.

Beyond that, some Village at Prominence Point residents had lamented lack of development of a clubhouse, touted as a recreational feature in promotional material. “That clubhouse has been promised to them for years,” Berube said.

Accordingly, the updated development agreement calls for construction of the clubhouse at the same time as new apartments that are to take shape on yet-to-be-developed portions of the Village at Prominence Point land, the mayor said.

All told, the number of living units at Village at Prominence Point — town homes, patio homes and apartments — will go from 607 to 627 under the change approved last week, according to North Ogden officials. The 68 units lost with elimination of the senior living facility will be moved to planned apartment structures further east on the land.

Moreover, more parking spaces will be created across the development. Three lots abutting Coldwater Creek, where patio homes were to have been built –just east of the land where the 12 town homes and new clubhouse are to be built — will instead be left vacant and used for greenspace.

Berube said the sale transferring ownership of the pertinent portions of Village at Prominence Point was to have been completed as early as Tuesday.
