Zone Ogden’s public efforts entering final stages; officials anticipate City Council consideration of changes in spring of ’26

Zone Ogden has been an ongoing effort to update the ordinance, which hasn’t seen any significant overhaul in decades, according to Ogden City Planning Manager Barton Brierley.
“Zone Ogden is a rewrite of our development ordinances that govern everything from single-family developments to apartments to commercial to industrial development,” he said. “Ogden has had zoning since 1951 and our zoning ordinance hasn’t changed that much since then, so we are doing a rewrite and modernization of our zoning ordinance to go into the future.”
Wednesday evening marked part of that process as Zone Ogden in partnership with MAKE Ogden presented an open house at Ogden Union Station where residents could view progress and give feedback on what they’d like to see.
“This is one in a series of public events that we’ve had,” Brierley said. “We’ve had a lot of good input. We’ve had a lot of focus groups with different groups.”
He said the city is now approaching the closing chapters of this effort.
“We’re getting to the point where we’re at the rough draft stage,” he said. “We’re still seeking input on it.”
Brierley said they’ve taken in an abundance of comments over the course of the Zone Ogden process.
“People are really positive about the effort,” he said. “They’re really grateful that we’re doing it. A lot of comments about the kinds of things people want. People want safe neighborhoods. They want good quality development. They want to have their neighborhoods protected. They want to see economic development become livable, walkable neighborhoods.”
He said that Wednesday’s open house was meant to gather feedback on the code broadly.
Brierley said there will still be one more opportunities to gather general feedback before the Planning Commission and City Council get an opportunity to deliberate on it.
“Based on our input, we’ll complete a draft zoning development code,” he said. “Then we are planning another open house like this after the first of the year. From there, it will go to the Planning Commission and City Council for their consideration.”
He expects the final product to be before the Ogden City Council for consideration in late spring of 2026.
In the meantime, he said that officials are happy the public has made the effort to help shape the city’s zoning future.
“We’re really grateful for all of the feedback we got,” he said. “We’ve got so many people that have given great comments. We’re listening and we’re taking that feedback and putting it into (the final plan). I know a lot of people are very passionate about the future of Ogden and we want the community to be great for everybody.”
