3 former Hill Air Force Base daycare providers charged with simple assault against toddlers, young children

Hatch U.S. District Courthouse in Salt Lake City is pictured in an undated photo.Three women who previously worked at Hill Air Force Base as daycare providers have been charged with simple assault against toddlers and young children entrusted to their care, according to a release from the United States Attorney’s Office, District of Utah.
Two are Davis County residents – Karlie Brook Rainey, 29, of Clearfield, and Patricia Michelle Davis, 28, of Layton – while Allison Shea Ferdon, 32, is of Carrollton, Virginia, and the three were charged with three separate misdemeanor informations, the release stated.
“Court documents allege that, in December 2022, Rainey repeatedly covered a crying child’s face with a pillow, covered the child’s mouth with her hand, pushed the child’s face into the floor, and pinned the child in a corner for over 20 minutes,” the release stated.
“In January and February 2023, Davis allegedly shoved, pushed, and roughly handled children in her care at the Hill Air Force Base Child Development Center.
“Court documents further allege that in January and February 2023, Ferdon roughly grabbed children several times, sprayed a child in the face, hit a child using another child’s hand, and even lowered a child over a trash can as if to throw her in the garbage.
According to court documents, Davis has been charged with 11 counts involving four individuals from Jan. 23, 2023, to Feb. 23, 2023, while Rainey and Ferdon have each been charged with eight counts. Rainey’s counts involve the same individual from Dec. 28, 2022, to Dec. 29, 2022, while Ferdon’s counts involve six individuals from Jan. 5, 2023, to Feb. 16, 2023.

Rainey has been charged with eight counts involving the same individual from Dec. 28, 2022, to Dec. 29, 2022.
Davis has been charged with 11 counts involving four individuals from Jan. 23, 2023, to Feb. 23, 2023.
U.S. Attorney Melissa Holyoak for the District of Utah called the alleged conduct of the defendants “both disturbing and unacceptable” in the release.
“Our office will not tolerate any form of abuse against children,” she said in the release. “We remain committed to working closely with our partners to ensure justice for the parents who entrusted these daycare workers with the care and safety of their children.”
The case is being investigated by the Hill Air Force Base Office of Special Investigations, the release stated.
All three will be arraigned at the Orrin G. Hatch United States Courthouse. Davis will be arraigned on Oct. 7, Ferdon on Oct. 8 and Rainey on Oct. 15.
The case is being prosecuted by Assistant United States Attorneys Sachi Jepson and Todd C. Bouton.
