Ogden and Weber school districts, three Weber County cities seek tax hikes

Eight taxing entities serving Weber County are proposing tax hikes for fiscal year 2023-2024, according to the Weber County Clerk/Auditor's Office.

OGDEN — The Ogden and Weber school districts are proposing tax hikes again this year, the second year in a row for increases in the school systems, if approved.

The cities of South Ogden and North Ogden and the North View Fire District are also proposing increases for 2023, which would be the fourth year in a row for hikes in each entity, if passed.

Harrisville is proposing a slight tax hike for 2023 on top of an increase approved last year, same as the Weber Basin Water Conservancy District.

The Central Weber Sewer Improvement District is also seeking a tax boost this year.

Cities, school districts and other taxing entities are in the midst of crafting budgets for the 2023-2024 fiscal year. State law allows for tax increases brought on by growth, but the eight entities identified above are seeking larger hikes, which will necessitate truth-in-taxation hearings, scheduled in each case for next month, when the public will be allowed to speak out.

The school districts: Weber School District is seeking the biggest increase, gauged by potential revenue the increase would generate. The 9.8% increase would bolster overall property tax collections from $109.86 million, the amount allowable under state law, to $120.59 million.

The increase would bolster the bill on a home worth $520,000, the average in the district, from $1,127.41 to $1,263.55, a 12.1% jump.

The district’s hearing is set for Aug. 2 starting at 6 p.m. at its main offices at 5320 Adams Ave. Parkway in Washington Terrace. School officials also approved a tax hike in 2022.

The Ogden School District is proposing a 4.1% increase that would boost overall tax collections from $58.92 million to $61.33 million, according to figures from the Weber County Clerk/Auditor’s Office. That would increase the tax on a home worth $406,000, the average, from $1,186.62 to $1,248.25, up 5.2%.

The Ogden School District tax hearing is set for 7 p.m. Aug. 17 at district headquarters at 1950 Monroe Blvd. in Ogden. Ogden school officials also approved a tax hike in 2022.

The cities: Harrisville is proposing a slight 0.67% increase, which would boost property tax revenues to $961,736, up from $955,324. That would boost the city tax bill on a home worth $417,000 from $341.73 to $344.03.

South Ogden is proposing an increase that would generate $4.39 million, up from the otherwise allowable $4.2 million, a 4.5% raise. That would boost taxes on a home worth $450,000 from $593.51 to $620.24.

North Ogden is proposing an increase that would generate $2.5 million, up from $2.43 million. That would increase the tax bill on a home worth $519,000, the average, from $331.98 to $341.97, up 3%.

Harrisville officials approved a tax hike last year while South Ogden and North Ogden officials also passed tax hikes in 2020, 2021 and 2022.

The Harrisville tax hearing is set for 7 p.m. Aug. 1 at Harrisville city offices at 363 W. Independence Blvd. The South Ogden hearing will be 6 p.m. Aug. 1 at city offices at 3950 Adams Ave. The North Ogden hearing is scheduled for 6 p.m. Aug. 15 at the North View Senior Center at 485 E. 2550 North.

The other districts: North View Fire District, which serves North Ogden, Pleasant View and Harrisville, is proposing a boost that would bolster property tax revenues to $4.15 million, up from $4.06 million. That would boost the bill on a home worth $525,000 by 2.1%, from $296.55 to $302.90.

The Weber Basin Water Conservancy District is proposing a hike that would generate $6.11 million, up from the otherwise allowable $4.7 million. That would boost the taxes on a home worth $486,000 from $41.16 to $53.46, up 29.9%

The Central Weber Sewer Improvement District seeks a hike that would increase property tax revenues to $11.36 million, up from $10.45 million. The tax bill on a home worth $477,000, the average, would go from $126.19 to $137.21, up 8.7%.

The North View Fire District also approved tax hikes in 2020, 2021 and 2022 while the Weber Basin Water Conservancy District approved an increase in 2022.

The North View Fire District tax hearing will be held at 6 p.m. Aug. 22 at the North Ogden firehouse at 315 E. 2550 North in North Ogden.

The Central Weber Sewer Improvement District hearing is set for 6 p.m. Aug. 14 at its offices at 2618 W. Pioneer Road in Marriott-Slaterville.

The Weber Basin Water Conservancy District hearing will be at 6:30 p.m. Aug. 28 at its offices at 2837 E. Highway 193 in Layton.
