Layton voters favor experience in municipal primary election

The Layton City Center building, photographed Wednesday, July 23, 2025.LAYTON — The 2025 municipal primary election is now in the rearview in Davis County, where residents of Layton cast ballots that included their top choices for mayor and two seats on the City Council.
Tasked with nominating a pair of mayoral candidates and four total City Council candidates for November’s general election, many residents voted in favor of experience, as incumbent candidates led the respective vote counts.
Although the results of the municipal primary won’t become official until they’re presented to the Municipal Boards of Canvassers and certified on Aug. 26, the early returns saw Layton’s current mayor, Joy Petro, capture 58.7% of the vote in a three-person mayoral contest. Meanwhile, the sole incumbent in the City Council race, Bettina Smith Edmondson, captured a quarter of the vote in an eight-person race, besting No. 2 vote-getter Mike Kolendrianos by eight percentage points.
Edmondson has served on the City Council since 2021; Petro’s term began one year earlier in 2020.
The preliminary tally indicated that 19,669, or 21.7%, of Davis County’s 90,531 registered voters cast ballots in the municipal primary election. On Wednesday, the Davis County Clerk’s Office indicated that it still had 69 ballots left to count in Layton, including 65 challenged ballots which can still be cured by voters, two provisional ballots and two by-mail ballots.
The unofficial returns for Layton’s primary contests, as of Thursday morning, are as follows:

Joy Petro — 5,331 votes
Trevor Lee Foust — 3,196 votes
Amy M. Jones — 559 votes
Layton City Council (top four advance):
Bettina Smith Edmondson — 4,308 votes
Mike Kolendrianos — 2,933 votes
Linda Lartigue — 2,315 votes
Jory Rand Argyle — 1,954 votes
Britshana Dahl Barfuss — 1,855 votes
Claude Young — 1,629 votes
Jarrod Morrill — 1,360 votes
Cody Rae — 639 votes
