Weber County Commission OKs rezone, development agreement for Brook View subdivision

An illustration representing the conceptual configuration of the proposed Brook View Development in western Weber County.OGDEN — During its weekly meeting Tuesday, the Weber County Commission approved an ordinance and development agreement for the proposed Brook View residential subdivision in western Weber County, following a public hearing.
As a result, a 40-acre parcel located at approximately 4083 W. 1400 South will be rezoned from an agricultural A-1 zone to low-density residential R1-15. The developer — David Laloli/Forge Land Co. — intends to build 116 single-family units.
Following recommendations from the planning commission and county engineers, the development agreement calls for the developer to make necessary improvements to 1400 South. The developer is also responsible for improving 3950 West and 4075 West to connect the Brook View development to the nearby Degiorgio subdivision, along with upgrades to 1575 South and 1500 South for connection to the Anselmi Acres subdivision.
Additionally, the agreement calls for the developer to help the county achieve its goals for public park open space and walkable pathways and trailheads.
Meanwhile, the commission voted to table a pair of agenda items regarding the amendment of development agreements for projects in the unincorporated Wolf Creek area of the Ogden Valley. The proposed amendments aim to clarify the roles and responsibilities of both the developer and the county for the Cobade Ranch and Eagle Crest developments, respectively.
The 176-acre Cobade Ranch development is located at approximately 2720 N. 5100 East, while the roughly 66-acre Eagle Crest is located near 4601 Fairways Drive.
A pair of action items were approved during Tuesday’s meeting, including a contract between the county and First Responders First for professional services to be provided to staff and multidisciplinary team members at the Weber-Morgan Children’s Justice Center, or CJC.
First Responders First will provide mental health services, including counseling, wellness check-ins, peer support team oversight and development, crisis intervention and more.
The ribbon was cut on the new CJC facility — located at 1845 Jackson Ave. — last month.
The commission also ratified the results of the 2025 Weber County Tax Sale, during which two parcels were sold at auction. No parcels were struck off to the county this year.
Finally, several consent items were approved by the commission, including:
- A contract between the county and Fremont High School to hire the Fremont High School National Honor Society to man the Dino Encounters exhibit during the 2025 Weber County Fair.
- A contract between the county and Wasatch Pony Club to hold the Golden Spike Horse Trials at the Golden Spike Event Center. The competition is scheduled for June 14 and 15 and will include events such as dressage, show jumping and cross-country.
- An amendment to an agreement between the county and Ogden City regarding the construction of a parking lot/structure to replace the Weber Center parking structure demolished after a 2020 earthquake. The county required an extension on a May 5 deadline for submitting a permanent site plan.
