Weber County Commission approves rezoning for Wolf Creek-area development

The Weber County Commission approved an ordinance consolidating most of the project into a single RE-20 zoning designation Tuesday, May 6, 2025.OGDEN — Following a public hearing during its weekly meeting at the Weber Center on Tuesday, the Weber County Commission approved the consolidation and rezoning of base zones Residential Estates-15, Residential Estates-20, Farm Village-3 and Forest Residential-3 into a single RE-20 zone for the Bridges development in the Ogden Valley.
The commission also conditionally approved a related master development agreement for the 250-acre project — located north of Fairways Drive in the unincorporated Wolf Creek area — pending revisions to the agreement’s language concerning acreage, water infrastructure and other clarifications. Final approval will be considered by the commission at a later date.
The property was previously governed by the Wolf Creek Development Agreement, established in 2002 and updated in 2015, which allowed for the development of 413 residential lots, of which more than 94 have already been platted.
With the rezone and updated agreement, the previous agreement will be replaced, a Master Planned Development Overlay Zone will be applied to guide development and an additional 13 development rights will be allocated, bringing the total number of units to 426. The new development agreement will not apply to previously platted lots.
As part of the new agreement, the developer will improve emergency egress and overall connectivity, both internally and with adjacent properties; some cul-de-sacs have been eliminated in favor of connecting roads in the updated plans. Also secured via the new master development agreement will be preservation of open space and the creation of a 10-foot-wide, multi-use pathway, eventually connecting to existing trail systems and parks, as well as other amenities.
The construction of cabins restricted to 1,100 square feet of livable space and two bedrooms will be allowed on small lots. Short-term rentals will continue to be allowed and will be limited to 364 previously approved units. Additionally, the development agreement will limit the uses allowed in the RE-20 zone.
Also among the approved action items were EZ Grant recommendations from the Weber County Recreation, Arts, Museums and Parks, or RAMP, Board. Those included some 44 grant requests ranging from just under $1,300 to $2,000 made by organizations including the Treehouse Children’s Museum, YCC Family Crisis Center, Onstage Ogden and the New American Philharmonic, among others, as well as several local municipalities.
A contract between the county and Skyler Neibaur to hold the Mountain West Pulling Nationals at the Golden Spike Event Center was also approved. Featuring the top professional pulling vehicles from across the western U.S., the event will be held June 6-7.
The commission also approved a resolution authorizing the use of funds totaling $2.5 million for Phase 2 of the widening of 2550 South to a minimum of three lanes, from 4300 West to 4700 West. The project was previously approved by the commission as part of a priority list approved by the Weber Area Council of Governments for sales tax transportation funds.
Finally, a contract between the county and Oracle for assistance in converting its payroll module to the newly supported Redwood design was approved.
Approved consent items include a contract between the county and HighFlyer Events LLC for the Ogden Showdown Event to be held at the Golden Spike Event Center and service agreements between the county and Waste Management to have yard containers dumped at the Weber County Archery Range, Pineview Reservoir, Weber County Fairgrounds, North Fork Park, Weber Memorial Park and Fort Buenaventura.
