Roy housing proposal, worrisome to some, focus of town hall meeting

ROY — A proposal to build as many as 13 homes and 38 town homes on a vacant 4.6-acre parcel in Roy between Midland Drive and 3500 West is the latest flashpoint over growth and development.

The plans generated sparks and questions at a Roy Planning Commission meeting last November. Now they’ll be the focus of a town hall meeting Tuesday, meant to let the public speak out and get more information before the Roy City Council acts on the proposal.

“The (Roy) Planning Commission got an earful of concerns from the residents about traffic,” said Mayor Bob Dandoy. Tuesday’s meeting starts at 5:30 p.m. and will be held at Bridge Elementary, 4824 Midland Drive. The charter school sits just north of the proposed development site.

According to a site plan provided by the city of Roy, which was provided to the Planning Commission from the would-be developer, plans call for 13 single-family homes on the south side of the parcel, adjacent to other single-family homes just to the south. The 38 town homes would abut the property line with Bridge Elementary to the north and Midland Drive to the west.

An earlier proposal called for development of a 129-unit, three-story assisted-living facility in the space.

“I think this is the right way,” Dandoy said, referencing the plans for housing. The question, he went on, is how dense the housing should be.

An earlier proposal called for development of a 129-unit, three-story assisted-living facility in the space. Other efforts to lure commercial development to the land, Dandoy noted, never gained traction.

The Planning Commission voted 5-2 on Nov. 9, 2021, to recommend rezoning the property to allow for the housing development. The officials also voted 5-2 to recommend changing the city’s general plan — also to permit the development. The Roy City Council has final say.

Minutes from the Nov. 9 meeting identify the forces behind the plans as Mike Brodsky, a residential developer, and Alpine Homes. Online Weber County property records don’t identify the owner of the 4.6-acre piece of property.

Growth is a touchy issue for locales across Weber County and beyond as demand for housing remains strong and developers seek out spaces to build. Several individuals who spoke out at the Nov. 9 meeting expressed concern about the potential increase in traffic in the area if the plans proceed.

According to the minutes of the meeting, Susan Boyce said, “though there was a safety issue because of the traffic and didn’t think that they could add any more traffic to the streets in that area.”

The proposed density of housing, too, raised concerns. Jon Grove and Jonnie Bristow suggested developing only single-family homes on the land.

Tuesday’s meeting will also be livestreamed on Roy’s YouTube channel. Dandoy hopes the City Council takes up the development proposal for formal consideration at its Feb. 15 meeting.
