Scott Parke

Scott Parke is a candidate for Davis County controller. Below are his responses to a six-question survey sent to him by the Standard-Examiner. The Standard-Examiner made an attempt to contact each candidate involved in a competitive race in Weber and Davis counties.

1. Why is the position you are running for important?

The County Controller serves as the County’s chief financial officer, overseeing budgeting, accounting, financial reporting, and internal auditing. While the County Commission makes the final decisions about spending and taxes, the Controller provides an independent financial perspective, identifies risks, and explains the long-term consequences of financial decisions.

That independent perspective matters because residents deserve accurate information and honest answers about how their tax dollars are spent and whether the County can afford its commitments in the years ahead.

2. What unique qualities, attributes, skills, and experiences do you possess that make you the best candidate in this race?

I am a CPA with more than 20 years of government finance experience, including 10 years with the Utah State Auditor’s Office and 11 years as Weber County Comptroller. I hold an accounting degree from Utah State University and an MBA from the University of Utah.

My experience includes auditing government operations, managing budgets, improving financial reporting, and helping leaders address difficult financial problems. I understand both how public money should be managed and how to explain financial issues clearly.

As Davis County Controller since July 2025, I am already putting that experience to work. I bring professional judgment, a willingness to address problems early, and the independence this office requires.

3. Please explain your priorities if elected, as well as why you believe you are uniquely capable of achieving those priorities.

My first priority is a sustainable budget. Government should live within its means, and ongoing expenses should be supported by ongoing revenue. Using savings to cover recurring shortfalls only postpones difficult decisions.

My second priority is transparency. Residents should be able to understand the budget, explore county spending, and find answers to the questions that matter to them.

My third priority is accountability: practical checks that help prevent mistakes, waste, and misuse of public money.

Since taking office, I have worked with other county leaders to address long-term employee benefit costs and to slow the growth of ongoing expenses. I started consolidating financial information in one place and making the budget easier to understand. These improvements build on my years of government finance experience, and I am prepared to continue that progress.

4. Please describe how you view the importance of compromise in politics and provide an example from your own experiences that highlights your perspective.

Compromise means balancing competing priorities to reach a workable solution. It requires listening, understanding how decisions affect people, and being willing to adjust the approach while preserving the goal.

This is what I do every time I prepare a budget. Department leaders advocate for the resources they need, elected officials respond to their constituents’ priorities, and residents want their tax dollars spent wisely. We share the goal of providing needed services in a sustainable way, but there is rarely enough money to fund every request.

My role is to help everyone understand the financial limits and weigh the tradeoffs. Compromise may mean scaling back a proposal, delaying a project, or finding a less costly way to deliver a service. Working together helps us meet the County’s needs while keeping our commitments affordable.

5. How will you balance the views of the vocal public, your political party, and your own understanding and knowledge as an elected representative?

I am a Republican and believe in fiscal responsibility, limited government, and accountability. But my responsibility as Controller is to serve all Davis County residents.

I will listen respectfully to public concerns and seek input from residents, whose perspectives help me understand how county decisions affect their lives. Department employees also bring expertise about the services they provide.

My recommendations must also reflect accurate information and professional judgment. Whether the issue involves taxes, growth, or a proposed service, I will explain the costs, risks, and tradeoffs honestly. I can work cooperatively with commissioners while telling them when the numbers do not support what they want to do.

Listening matters. So does the willingness to give an independent answer.
