We recently left a grocery store in Harrisville to the sound of a barking dog. We found that the dog was in an SUV with the windows halfway down. The saliva was running out of his mouth. The temp outside was 93 degrees. We waited around for 20 minutes and finally called the store and asked if they could announce this issue over their intercom. We were told they would not. We finally called the Harrisville police and they said they would send someone over. Which they did. However, we found that there is no fine that can be issued and that Utah DOES NOT have any laws about leaving animals in hot cars.
