Missing Ogden juvenile located and safe after Amber Alert

The Ogden City Police Department issued an Amber Alert on Wednesday afternoon after learning of a missing 13-year-old from Ogden.

Later on Wednesday evening, the missing juvenile — identified as Jessica Francisco — was located 500 miles away in Fort Collins, Colo. Her alleged abductor, Christopher Thomas Wiggins, 33, was taken into custody by Larimer County Sheriff’s deputies, according to a release from the Ogden City Police Department.

“When incidents like this occur, the Ogden Police Department will relentlessly pursue those who threaten the safety of our residents, especially our children,” Ogden City Police Chief Jake Sube said in the release. “Our officers will leverage every available tool and resource to track down offenders and bring them to justice. With the suspect now in custody, we will work closely with prosecutors to ensure the case is pursued to the fullest extent of the law. I want to thank our community for its vigilance in rapidly sharing information across Utah and neighboring states. I am also grateful to our partnering law enforcement agencies whose support was critical in bringing this case to a successful and safe conclusion.”

The release stated that local and federal law enforcement agencies are collaborating on the investigation, and criminal charges have not yet been determined.

With the investigation being ongoing, the release said no further information would be provided at this time.

“At approximately 2:00 p.m. on November 26, 2025, the Ogden City Police Department received a report of a missing juvenile. As officers gathered information on scene, details emerged indicating that the juvenile had likely been taken by 33-year-old Christopher Thomas Wiggins, prompting regional law enforcement notifications and the issuance of an AMBER Alert.

“At approximately 7:00 p.m. later that day, Larimer County Sheriff’s Deputies in Colorado successfully located and apprehended Wiggins. 13-year-old Jessika Francisco was located safely, and her family has been notified. Federal and local victim services are being coordinated to support Jessika at her location in Fort Collins, Colorado.

“The Ogden Police Major Crimes Bureau is actively working with federal partners and multiple law enforcement agencies in Colorado as we move into the next phase of this investigation. The extent of criminal charges has not yet been determined.

“We extend our sincere gratitude to the public for the many tips, shares, and information submitted throughout the day. The safety and well-being of Jessika remained our highest priority, and we are grateful for this positive outcome. We also express our appreciation to our partner agencies in Colorado for their swift response and assistance in taking Wiggins into custody.
