Ralph Menzies’ attorneys say death row inmate’s dementia has worsened

Attorneys for Ralph Menzies are requesting another review to determine whether the 67-year-old death row inmate with dementia is competent enough to be executed, arguing that his cognitive decline has worsened in the year since he was last evaluated. The petition, filed in Utah’s 3rd District Court on Monday, comes as the Utah Attorney General’s Office is gearing up to submit an execution warrant for Menzies, and will discuss the application during a hearing Wednesday.
