Washington Terrace picks council member to fill opening after resignation

The City Council on Tuesday picked Randy Ferlin, an assistant vice president at Goldenwest Credit Union, to fill out the remaining two years of the term Brown won in 2019. Ferlin, serving in a public post for the first time, beat out six other candidates interviewed by the City Council at its Tuesday meeting, according to City Manager Tom Hanson.
In his resume provided as part of the application process, Ferlin said that as a “long-time, proud resident of Washington Terrace, my heart lies in this community.” He will serve through the end of 2023.
Brown, who was in his third term, stepped down from the City Council on Sept. 13 after coming under fire for allegedly pressuring a tenant in one of his rental properties to register to vote. The situation garnered the attention of the Utah Lieutenant Governor’s Office and city officials were looking into the matter when Brown announced his plans to step down.
With Brown’s resignation, Hanson said Wednesday that city officials have no plans to further pursue the matter. However, he said Bill Morris, the Washington Terrace city attorney, led a discusion on “election ethics” at Tuesday’s meeting in response to the turn of events.
Brown became the focus of scrutiny after a tenant in one of his properties revealed that the City Council member had pressured him to register to vote in a series of conversations and in a text message. Brown was not up for election himself but had been campaigning for two others seeking election to the City Council in elections that culminate next month.
