Shanna Francis leads in Ogden Valley mayoral race; other results from municipal primary

OGDEN — Be it by mail or by drop box, residents of the Ogden Valley turned out in droves to cast their ballots for Tuesday’s municipal primary election in Weber County. After overwhelmingly supporting the move to incorporate in November, nearly half (48.7%) of the 4,800 registered voters in the upper valley had cast ballots as of Election Day morning.

Prior to Election Day, Weber County Clerk/Auditor Ricky Hatch told the Standard-Examiner that he expected a voter turnout well north of 50% in the valley; votes will continue to be processed over the coming days.

“With this election, I suspect by Thursday afternoon, we will be at 99.5% of all ballots will be processed and reported,” Hatch said of the timeline for results.

Although the primary election results won’t become official until canvassing is completed, preliminary results were shared by the Utah Lieutenant Governor’s Office on Tuesday night. Ogden Valley News Publisher Shanna Francis is the presumptive winner of the valley’s mayoral primary, having captured roughly half of the votes. Meanwhile, Janet Wampler is in second place, capturing 38.9% of the recorded ballots.

Ogden Valley’s new local government will eventually consist of a five-member city council to be selected by district and an at-large mayor.

The early returns for all of the valley’s primary races are as follows:

Ogden Valley mayor (top two advance):

Shanna Francis — 1,154 votes (49.9%)

Janet Wampler — 901 votes (38.9%)

Kyle Reeder — 200 votes (8.6%)

Andy Newtown —  60 votes (2.6%)

City Council Seat 1 (top two advance):

Tia Shaw — 142 votes (39.0%)

Chelsea Argyle — 94 votes (25.8%)

Chris Caldwell — 57 votes (15.7%)

Raymond Higuera III — 42 votes (11.5%)

Michael Zindel — 29 (8.0%)

City Council Seat 2 (top two advance):

Peggy Dooling-Baker — 255 votes (62.4%)

Abe Wangsgard — 107 votes (26.2%)

Rick Kelson — 47 votes (11.5%)

City Council Seat 3 (top two advance):

Kay Hoogland — 290 votes (54.3%)

Charlie Graff — 79 votes (14.8%)

Fred W. Blickle III — 74 votes (13.9%)

Marshall McGonegal — 52 votes (9.7%)

Cari Cutler — 20 votes (3.8%)

Benjamin Prall — 19 votes (3.6%)

Chad Booth — 381 votes (78.2%)

Laura Warburton — 49 votes (10.1%)

Beau Rawlinson — 16 votes (3.3%)
