Seven residents apply to fill vacancy on Harrisville City Council

Seven candidates applied for the midterm vacancy on the Harrisville City Council that is the result of Council woman Karen Taylor-Fawcett’s pending resignation.

Following a GRAMA request, Harrisville City Recorder Jack Fogal released the application documents from the candidates Thursday.

The applicants are Jeff Pearce, Samantha Palmer, Annette Prall, Ruben Morales, Steven Hempel, Chad Holbrook and David Hickson.

The deadline to apply was 5 p.m. Wednesday.

Taylor-Fawcett, who was elected in 2023, is resigning after the July 14 City Council meeting. Taylor-Fawcett previously told the Standard-Examiner that her husband is being transferred for his job out of state.

Taylor-Fawcett’s replacement will serve the remainder of her term, which runs through December 2027.

Qualified applicants will be interviewed by the mayor and City Council during the July 14 City Council meeting, which is open to the public and will take place at 7 p.m. in the Harrisville City Council Chambers.

The City Council anticipates making the appointment during that meeting.

Below is information about each candidate according to the application documents:

Jeff Pearce

Pearce previously served two terms on the City Council as well as several years on the planning commission, one as chair. He has also served on the Weber County Mosquito Abatement Board, the North View Fire District Board and has represented the city and county on the Weber County CERT council.

He has an automotive degree from Weber State College and has owned and operated J&J Auto Body since 1989.

“As a business owner, I know the importance of a balanced budget,” his application reads. “I have the flexibility to be available during business hours if needed.”

He continued:

“We have a great city with excellent opportunities to expand our retail business. This will increase the financial stability of the city and ease the tax burden on our residents.”

Samantha Palmer

Palmer is a professional engineer for Compass Engineering in Midvale, a job she has held since August 2017.

Her resume states:

“Licensed Senior Structural Engineer with 9 years of dedicated experience specializing in custom residential design and advanced wood-frame construction. Expert in lateral design, high-wind/seismic framing, and foundation systems. Proven track record of managing engineering pipelines for multi-million-dollar luxury estates and large-scale production home developments”

She received a bachelor’s degree in civil engineering in 2017 from Brigham Young University, where she was a member of the swim team.

Annette Prall

Prall has been a health educator for the Weber-Morgan Health Department and a substitute teacher for Weber School District and Edustaff.

Prall worked for the Weber-Morgan Health Department from November 2015 to September 2022 and as a substitute teacher from September 2022 to September 2025.

“I have worked in various industries over the years and can learn to do almost anything,” her resume reads. “I embrace the principles of leadership and seek to apply them to any job environment. I believe organizations are best served when employees at all levels contribute to continuous system improvement.”

Prall received her bachelor’s degree in electrical engineering from Brigham Young University in 2005 and her Masters of Health Administration from Weber State University in 2017.

Ruben Morales

Morales has 25 years combined experience working at Hill Air Force Base as well as for Northrop Grumman and The Boeing Company.

He graduated with a bachelor’s degree in mechanical engineering from the University of Texas at El Paso in 1988.

Morales worked for the Boeing Company as a Manufacturing Engineer II for four years, for Northrop Grumman as a Systems Engineer 4 for 14 years and at Hill Air Force Base as a Mechanical Engineer for seven years, ending in December 2023.

He lists his skills and training as leadership and team management, infrastructure management, regulatory compliance, project management, technical expertise, and safety and risk management.

His objective, according to his resume, is to “obtain a position with Harrisville City Council, leveraging my extensive experience in systems engineering, project management, and team leadership to ensure efficient, cost-effective, and compliant management of city and public works operations.”

Steven Hempel

Hempel summarized himself as a “dedicated Harrisville resident since 2000 and proven leader with 25+ years of experience managing complex operational systems and multidisciplinary teams” who is “committed to bringing data-driven transparency, responsible fiscal management, and long-term strategic vision to the Harrisville City Council.”

He said he’s “focused on preserving our community’s rural and growing character while managing infrastructure growth and ensuring responsive, efficient city services for all neighbors.”

Hempel graduated from the University of Utah with a bachelor’s degree in Human Computer Interaction – Psychology in 2014.

He ran for City Council in 2025 and placed third in a race for two seats.

Hempel has been a senior technical analyst since 2014.

Chad Holbrook

Holbrook listed himself as an “experienced community servant with over a decade of service on the Harrisville Planning Commission, including many years as either Chair or Vice Chair.”

He said he has a “proven ability to advocate for responsible growth, balancing community needs, and collaborating effectively with residents, staff, and elected officials” and is “committed to preserving Harrisville’s character while planning proactively for the future.”

Holbrook has been on the planning commission since 2015 and was either the chair or vice chair from 2018 to this year.

He graduated with bachelor’s degrees in philosophy and psychology from the University of Utah and has a Master of Social Work from Washington University in St. Louis.

He was a program coordinator, administrator and supervisor at Weber State University from 2007 to 2024.

David Hickson

Hickson is a journeyman electrician and 27-year Harrisville resident.

“My experience extends beyond electrical work,” his professional summary reads. “Throughout my career, I have supervised teams, managed large-scale construction projects, overseen quality control, and worked with public utilities and government agencies to maintain the infrastructure that communities rely on every day. These experiences have given me a practical understanding of how thoughtful planning, responsible budgeting, and long-term investment contribute to a strong community.

“I am seeking a position on the Harrisville City Council because I believe in serving my neighbors and helping preserve the values that have made Harrisville a wonderful place to live, work, and raise a family.”

He said he is committed to responsible growth, fiscal stewardship, maintaining infrastructure, supporting public safety and preserving small-town values.
