Harrisville City Council appoints Annette Prall as City Council member

The Harrisville City Council meets during a City Council meeting on Tuesday, July 14, 2026, in Harrisville, Utah.

HARRISVILLE – The Harrisville City Council voted to appoint Annette Prall as a City Council member during Tuesday’s City Council meeting.

Prall was appointed by a vote of 3-2 in the second round of voting. Council members Jason Hadley, Grover Wilhelmsen and Greg Montgomery each voted for Prall in the second round, while Council members Karen Taylor-Fawcett and Blair Christensen each voted for Samantha Palmer.

Wilhelmsen’s vote proved to be the decisive one as he voted for Chad Holbrook in the first round.

In the first round, Hadley and Montgomery each voted for Prall, while Taylor-Fawcett and Christensen each voted for Palmer.

The council voted after nine questions were asked of each of the seven candidates. There were seven rounds of questioning during which each of the candidates answered a question from each of the seven spots in the rotation, followed by two questions from Taylor-Fawcett, whose announced resignation led to the need for an appointment. Taylor-Fawcett is moving out of state.

Each candidate was allotted roughly 90 seconds for each response.

The candidates were Prall, Palmer, Holbrook, Jeff Pearce, Ruben Morales, Steven Hempel and David Hickson.

Prall will serve the remainder of Taylor-Fawcett’s term, which runs through December 2027. She will be sworn in at the next City Council meeting.

According to Prall’s application documents, which the Standard-Examiner obtained from City Recorder Jack Fogal following a GRAMA request, Prall has been a health educator for the Weber-Morgan Health Department and a substitute teacher for Weber School District and Edustaff.

She received her bachelor’s degree in electrical engineering from Brigham Young University in 2005 and her Masters of Health Administration from Weber State University in 2017.
