Carlton BowenCarlton Bowen is an Independent candidate for Utah’s 2nd Congressional District. Below are his responses to a six-question survey sent to him by the Standard-Examiner. The Standard-Examiner made an attempt to contact each candidate involved in a competitive race in Weber and Davis counties.
1. Why is the position you are running for important?
The U.S. House was designed to be the people’s house. It isn’t anymore. Congress spends money it doesn’t have, ignores constitutional limits, and answers to donors and party leaders before constituents. That’s not a partisan observation; it’s the record of both parties on the national debt. Northern Utah deserves someone who remembers whose house it actually is. I want to help move Congress beyond two-party warfare and back toward constitutional government, fiscal responsibility, and representation that puts the country first.
2. What unique qualities, attributes, skills, and experiences do you possess that make you the best candidate in this race?
I’m an Air Force veteran, Weber State graduate, former American Fork City Council member, husband, father, and Oompa to sixteen. I’ve taken an oath to support and defend the Constitution twice — once when I served in the Air Force and once in elected office. I’ve kept my oath both times and I’ll keep it again. I’m not running to represent a party. I’m running to represent Northern Utah.
3. Please explain your priorities if elected, as well as why you believe you are uniquely capable of achieving those priorities.
The Constitution comes first. Every vote I cast in the U.S. House will begin with one question: Where is the Constitutional authority? If Congress cannot identify that authority, the answer should be no.
Restoring fiscal discipline is a must and I have a plan to do it: Don’t increase year over year government spending, stop borrowing more every year than we take in, and stop increasing the national debt limit. We now spend about a trillion dollars a year just on interest on the national debt, more than we spend on all of national defense in the same year! That isn’t sustainable and the debt itself has become one of the biggest threats to our national security.
I believe in peace through strength, not endless wars. Military action should be a last resort with a clear objective and a path to conclusion. We cannot project strength abroad while drowning in debt at home.
I will defend constitutional liberties, including opposing warrantless mass surveillance and Flock camera networks and similar systems that allow the government to track innocent citizens without probable cause or a warrant.
The State Auditor’s Chief of Staff told me some MIDA board members are receiving over $25,000 a month from contracts they approved involving their own business interests. That is corruption, and exactly the kind of conduct a congressman with real independence can shine a light on.
I will work to undo the Box Elder Data Center approval. MIDA used a military lands hook to bypass local self-government and then went to the military after the fact shopping for a military justification. I will use the constitutional authority of Congress over military affairs and federal land to remove the dishonest military lands hook used to justify the illegitimate MIDA approval path.
4. Please describe how you view the importance of compromise in politics and provide an example from your own experiences that highlights your perspective.
Principles should never be compromised. Policies can be. The difference matters.
For example, on the American Fork City Council I voted yes on legitimate city needs and opposed unconstitutional spending and tax increases. I blocked a bond issue that would have added millions in unnecessary debt and interest.
That’s the model I’ll bring to Congress: getting the people’s business done while voting to protect you from Congress’s worst impulses.
5. How will you balance the views of the vocal public, your political party, and your own understanding and knowledge as an elected representative?
I’ll listen first–including to people who disagree with me. The loudest voices and the richest voices don’t automatically deserve the most weight. I’ll study the facts and use the Constitution as my guide to vote for what is right for a self-governing people. My oath is not to a party, a donor, or public opinion. It is to support and defend the Constitution and to represent We the People.
That same framework–listen, study the facts, follow the Constitution–will guide me on water, spending, taxes, data centers and every other issue.
The Box Elder Data Center is a good example. Citizens raised serious concerns early about water, the approval process, intended use, and conflicts of interest. I’ve studied the facts, and it should have never been approved by MIDA. It’s still approved, a data center larger than the entire city of Boston, in one of the driest states in the Union. And I’m committed to undoing the dishonest Box Elder data center approval.
6. What is the best way for readers to contact you and/or get more information about your platform?
BowenForCongress.com is our campaign hub with information about issues, contact information (/media), and links to social media accounts. Check it out. I think you’ll like it. Remember to Vote, and if you want something different, have the courage to DO something different. Vote for an Independent American who represents your Utah values better than either of the two major parties, who are at war with each other.
