FBI sting operation leads to child enticement charges against man

FARMINGTON — A Federal Bureau of Investigation sting operation targeting child exploitation has led to charges against a Holliday man who had traveled to Davis County, allegedly to meet with an underage girl for sexual activity.

Jong Won, 22, faces two counts of enticing a minor to engage in sexual activity, second-degree felonies, after traveling to Fruit Heights to allegedly meet with a person he thought was a 13-year-old female.

On Dec. 21 and 22, Won reportedly had exchanged online messages with someone he thought was a 13-year-old girl and subsequently made arrangements to meet in Fruit Heights. He had actually been communicating with an agent from the FBI’s Child Exploitation Task Force, and when he traveled to the predetermined location he was detained.

Officials determined Won had also been in communication with a second agent posing as a 13-year-old girl, resulting in the two charges, filed Tuesday in 2nd District Court in Farmington.

“During that conversation, Won had also made arrangements to meet with what he believed to be that 13-year-old female for the purposes of engaging in sexual activity. During both conversations, Won had requested nude photos from both 13-year-old females,” reads a probable cause statement in the matter.

Won was brought to the Davis County jail on Dec. 22 but released the next day. His initial appearance is set for Jan. 31.

A West Bountiful man, Jeffrey Welling, faces a count of enticing a minor to engage in sexual activity in 2nd District Court in Farmington, also stemming from an undercover FBI operation. He was arrested Dec. 30 and was still in the Davis County jail as of Friday, according to jail records.
